Most tender scoring systems have a quality component. Weighing this against cost can be difficult to measure, however.
If we had produced a completed tender design, by definition the contractors would have less potential to find value. Alternatively, an entirely contractor-led design would have risked a reduction in quality.
Instead, we worked closely with the client to guide a bespoke procurement strategy and produce tender documents containing design guidelines on key elements.
Contractors would then be asked to prepare an outline design as part of their submission, which would be scored for compliance with the guidelines.
